Lei Code and Payee Email Field Becomes Mandatory Once Edited on Transfers Adhoc Payee Screen (Doc ID 3044733.1)

Symptoms

ACTUAL BEHAVIOR
---------------
1. Lei code and payee email field becomes mandatory once edited on Transfers adhoc payee screen
2. After entering valid value for Lei code on Transfers Adhoc and repeat transfers Adhoc screen and clicking back from review screen the Lei code field is missing.
3. For Transfers Existing Payee after clicking on back from review screen the Lei code field is present but value is missing.

EXPECTED BEHAVIOR
-----------------------
1. Lei code and payee email field should not become mandatory once edited on Trasnfers adhoc payee screen
2. After entering valid value for Lei code on Transfers Adhoc and repeat transfers Adhoc screen and clicking back from review screen the Lei code field should be present.
3. For Transfers Existing Payee after clicking on back from review screen the Lei code field and value both should be present.

STEPS

The issue can be reproduced at will with the following steps:
1. Login to application
2. Navigate to Transfers - Adhoc Payee
3. Edit Lei Code and Payee Email Field
4. Check the Issue
