STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Created an LC and while saving LC got Balance Validation error on settlement account
2) Funded the account and again saved it
3) Record got saved successfully
4) Tried to delete the record

The issue has the following business impact:
Due to this issue, users cannot able to delete the record.
