"System cannot process the request currently. Please try later." Error is Observed by Admin when Submitting Changes in GCIF

Symptoms
When attempting to submit changes in GCIF (Group Corporate Identifier) onboarding flow, following error is observed by Admin
ERROR

"System cannot process the request currently. Please try later."
STEPS
-----------------------
The issue can be reproduced with following steps:
AU1-> Admin User 1
AU2-> Admin User 2
1. Login via AU1 and AU2 simultaneously.
2. Search for common corporate id from AU1 and AU2 and select it.
3. AU1 doing user account access flow which is in WIP (Work In Progress) status.
4. AU2 completed his Rule Management flow.
3. AU1 arrives at 'Ready To Submit' screen first completing required modifications.
5. Now when AU2 reaches 'Ready To Submit' screen where he is displayed both in progress transactions from AU1 and AU2 in 'Ready To Submit' status.
6. AU2 Submits transaction and it is successful.
6. When AU1 tries to submit his modifications generic technical error as "System cannot process the request currently. Please try later." gets displayed.
BUSINESS IMPACT

Due to this issue, Admin users cannot modify GCIF simultaneously.
