BCDTRONL/IBDTRONL- Error on Bill authorization for which SG is linked to Bills
Issue- While authorizing the record getting error- "Unauthorized bills with SG linkage are available for LC" whereas there is no Bills in unauthorized status.

STEPS

The issue can be reproduced at will with the following steps:
1) Created an LC contract .
2) Created an SG contract by linking the above LC. SG contract
3) Created a bill under LC by linking the above SG and saved it.

The issue has the following business impact:
Due to this issue, users cannot auth the bill
