ACTUAL BEHAVIOR
---------------
Txn is failing in case of 57 being VOSTRO and transaction initiated from RTGS.
EXPECTED BEHAVIOR
-----------------------
System shall create an outgoing bank transfer with debit on the RTGS account and credit on the vostro account.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload message from RTGS participant to Bank where creditor agent is receiving bank and creditor is a customer of receiving bank.
2. Message is successfully uploaded
3. Transaction is not formed for an outgoing SWIFT mx
