ACTUAL BEHAVIOR
---------------
System allows closing of amount block created through collateral (GCDCOLAC) in STDAMBLK screen

After creating a collateral in GCDCOLAC screen, the amount block created through the collateral is allowed to close in STDAMBLK screen.

EXPECTED BEHAVIOR
-----------------------
Closure should not be allowed for Collateral Blocks

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create a collateral in GCDCOLAC screen, the amount block created in STDAMBLK
2. Try to close the Block in STDAMBLK

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot validate the Collateral block
