Symptoms

ACTUAL BEHAVIOR
---------------
User maintenance is not authorized.

EXPECTED BEHAVIOR
-----------------------
System should authorize the SMS user by using the authorization option.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the user by using SMSUserService
2. Authorize the same
3. Verify the status.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot authorize the user by using AuthorizeUserMaintSMS
