Failed to do the claim settlement during Guarantee Standby letter of credit Issuance  in the registration stage but unable to proceed

The issue can be reproduced at will with the following steps:
1. Login to OBTFPM
2. Go to Trade Finance
3. Go to Gurantee Issuance Claim settlement
