OBCFPM - For a newly Created customer, Facility Creation from Credit Proposal Amendment process is throwing error.

Customer Created in FCUBS with Liability amount as "0". While trying to create a Liability for this customer from Credit Proposal Amendment process, system shows this error.
"Effective line amount cannot be greater than the Liability headroom amount".

GE-BDFC-011 - Display Effective Line Amount cannot be greater than Liability headroom amount.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new Customer in FCUBS
2. Replicate the customer to cmc and party tables
3. Now create a new facility to this customer from Credit Proposal Amendment process
4. System is throwing error for Facility creation.

The issue has the following business impact:
Due to this issue, users cannot create new Facility for a newly onboarded customer
