Based on Business requirement, we have one account class that has to increase the rate with backdate value. But System throws error while doing backdated rate change. 

ERROR

IC-RM011 - Rate change is only allowed for current or future date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch ICDRATMA
2. Unlock and maintain new rate code with backdated effective date
3. Save.
