System is not showing unutilized amount for OD linked accounts in STDCUSAC

ACTUAL BEHAVIOR
---------------
When facility linked at account level, unutilized amount field is appearing as 0 in amount and dates tab of STDCUSAC.
EXPECTED BEHAVIOR
-----------------------
When facility linked at account level, system should display the available line in facility as un-utilized amount in STDCUSAC screen if account limit not provided in Limits Tab.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pick the account linked with limit.
2. Invoke STDCUSAC.
3. Check the un-utilized amount.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot verify the un-utilized amount properly.
