Symptoms

When attempting to approve transaction during transaction blackout, the following error occurs.

ERROR
-----------------------
Scheduled transaction maintenance is in progress. {0} transaction will not be available from {1} to {2}

EXPECTED BEHAVIOR
------------------------
Incorrect Error message appears while approving transaction during transaction blackout period

EXPECTED BEHAVIOR
------------------------
Correct Error message should appear while approving transaction during transaction blackout period

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to application as maker
2. Initiate a transaction from maker
3. Login to application as superadmin
4. Navigate to Controls & Monitoring > Transaction Blackout
5. Create transaction blackout for approval of transaction which has been initiated
6. Login to application as checker
7. Approve the initiated transaction and check the issue
