Symptoms
On : 14.7.0.0.0 version, Implementation Support
It seems the Value for F.52 was mandatory, but system still allowed to save the PXDCMN90 transaction with Ordering Institution.
During Authorization we get an error On providing the F.52 value we were able to authorize.
The field should be marked as mandatory else the mandatory validation should be done during SAVE as it is OBPM internal validation

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Book a Transaction in PXDCMN90 & Save
2. Authorize and check Message
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Authorize the Transaction . Mandatory validation should be on Save
