OBTFPM - While processing Import LC issuance Release Amount Block Is Not Working during handoff release

Symptoms
ACTUAL BEHAVIOR
---------------
IN OBTFPM application on Import LC issuance, During handoff release amount block call is not going to FCUBS instead the call is going to OBTF.
It is maintained Release Amount Block during Handoff as Y in Bank parameters maintenance screen.
EXPECTED BEHAVIOR
---------------
System has to release the amount block call and redirect the call to FCUBS
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign in to OBTFPM application
2. Go to Trade Finance
2. Go to Import LC Issuance.
