STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set access type as private for file identifier in file identifier maintenance
2. File identifier mapped to a maker and a checker(ex. cheker1) in file identifier mapping
3. Map the different checker(ex. cheker2) with different party id with user group(ex. CheckerGrp) which is set rule applicable as approver on group corporate onboarding
4. Login to application as corporate maker
5. Navigate to toggle menu > file upload > file upload
6. Select the appropriate file identifier for file upload and upload the file under file identifier created with access type private
7. Login the application as checker(checker2) and navigate to transaction for approval
8. Approve the transaction
9. Transaction is approved even if file identifier with private access type is not mapped to checker.
