In OBTFPM system during the Import lc issuance processed,Limit Earmark is getting failed with Contract already exists

It is occurring for many processes

Limit Earmark Exception Approval - Contract already exists


STEPS
-----------------------
1.sign in to OBTFPM application
2.Go to Trade finance
3.GO to Import LC Issuance
