Notification gets generated though notification required feature disabled at source level.

Notification expected to generate only if its enabled at source level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In UAT of latest production image
2. Disable notification generated at source level
3. Check notification still gets generated

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, NOTIFOUTQ queue gets struck in weblogic and leads to application slowness

Changes

 Application fix will generate notification only if notification required feature enabled at source level.
