ACTUAL BEHAVIOR
---------------
IN OBTFPM system, Shipping guarantee text field is required to fill the details and unable to proceed without entering the text.
It should be optional as per bank requirement and in OBTF also the field is not mandatory


EXPECTED BEHAVIOR
----------------------
Shipping guarantee text field should be an optional similar like in OBTF system in Shipping Guarantee Issuance


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Sign into OBTFPM applicaiton
2. GO to Trade finance
3. GO to Shipping Guarantee Issuance
