ACTUAL BEHAVIOR

Cross Ccy PMT initiated through C2B (SDSC) not landing in NSPTQ

EXPECTED BEHAVIOR
-----------------------
system shall place this txn into non-STP queue for cross ccy payment asTransfer ccy is different than draccy

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate a SDSC file upload through C2B channel
2. Pain001 file is successfully processed
3. Txn is created and processed
