On : 14.5.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
While user initiating outgoing pacs.028 message on PMSPENDQ screen, generated message doesn't contain Creditor Agent tag at all and Debtor Agent tag contains the creditor agent bic.

EXPECTED BEHAVIOR
-----------------------
System should generate PACS.028 with expected values and tags for Creditor & Debtor tags and values.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

While testing for Sepa Instant network we have come across the following issue:
1. User inputs an outgoing pacs.008 sepa instant transaction.
2. As no pacs.002 response has been received yet for this pacs.008, the user initiates an outgoing pacs.028 message on PMSPENDQ screen.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process PACS.028 message.
