Unstructured Address Not Retained For Inbound SEPA Payment

Symptoms
Actual Behavior
Manually entered debtor address is not getting saved.
When we add a Debtor Address in Additional Details and press Save it gets removed.
And during authorization, user gets the error PA-RULE-08 - "If Unstructured address lines are not maintained, the Town name and Country fields are mandatory in Structured address for $1"
Expected Behavior
Structured address should retain after save. So that during auth this can be validated and this should not throws error "PA-RULE-08"
Steps
The issue can be reproduced at will with the following steps:
1. Input manual inbound SEPA CT transaction
2. input Debtor structured details
3. Save
4. Check the inputted Debtor structured details is exist or not
5. Authorize the transaction and check any error.
Business Impact
The issue has the following business impact:
Due to this issue, users cannot authorize the transaction.
