Symptoms
ACTUAL RESULT:

While user attempt to upload PAIN.001 file and down instance of second server(slave server), system initiates new instance of C2B job because slave server marked job status as N. This resulted into duplicate console records were created for a PAIN.001 file.
EXPECTED RESULTS:
----------------------
System should not create another instance of job when one instance is already running.
SIMULATION STEPS:
---------------------
1.upload pain001 file
2. same time shut down server 2.
3. system initiates new instance of job because server 2 marks the status as pmtm_c2b_h_auto_job_param.RUNNING to N
