Symptoms
ACTUAL BEHAVIOR

OL contract creation fails while linking Facility for Standalone ELCM integration.
OBCL is implemented for 3 regions and each environment has different branches which are integrated with centralized ELCM (standalone). When Utilization call is happening, parameterization/configuration is needed for sending the facility branch (as in ELCM) rather than current branch of OL system.
EXPECTED BEHAVIOR

OL contract creation should happen when linked to facility.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. OL creation in branch (010 or 009)
2. Facility is created and replicated from ELCM from 008 branch
3. Facility is linked to OL in linkages tab with external ELCM integration applicable
4. OL creation fails with error - Invalid Branch 010
5. STTM_CORE_EL_FACILITY has the branch as 008 which is the branch where limits are created and the same is replicated
6. During OL booking with limits, system should send this facility branch instead of OL global branch to avoid this error
