Symptoms

ACTUAL BEHAVIOR
---------------
When the user performs a BC operation with cash, the charges by cash and waive buttons are disabled, and the system does not decrease the total cash amount with the charge amount.

EXPECTED BEHAVIOR
-----------------------
The charge by cash and waive button should be enabled so that user can include the charges for the transaction.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate BC operations: Payment by Cash 8520 transaction
2. Input the payment details
3. In the charge section verify whether charge by cash button is enabled.
4. Verify the total cash amount.
