OBTFPM | Bid Bond Guarantee - Collateral Exchange Rate is not Populating

Facing an issue on settlement account field in Cash collateral of bank guarantee where exchange rate is not populating, the currency is same accordingly the exchange rate should populate as 1

The transaction is still saving and gets failed at data enrichment stating not able to fetch exchange rate

CY-9001 - Could not get the exchange rate
ST-SAVE-054 - Failed to Save


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBTF environment by using valid credentials.
2. Register a Guarantee Initiation.
3. Check the cash collateral tab in Scrutiny Stage.
4. Exchange rate is not derived

Due to this issue, system not picking the exchange rate and causing failure in Data Enrichment stage
