Limit line Util not reversing when deleting GCLP Claim settlement when loan processing is failed


ERROR
-----------------------
EL-FCJ-103 Amount to be decreased is greater than the utilized amount
EL-FCJ-103 Decrease Amount cannot be more than the amount utilized


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create Facility of amt 10000 in GEDFACLT
2) Create a contract in LCDGUONL with contract amt 10000 & link the facility 100%
3) Facility got utilized, now available amount in facility is 0
4) Create Claim lodgment of amt 10000 in LCDGCLM
5) Create Claim settlement of amt 10000 in LCDGCLP, 'Loan For Claim Settlement' checkbox is ticked.
6) Save the claim settlement
7) Authorize the claim settlement
8) In GETB_Utils table, UTIL_AMT & LIMIT_UTIL is updated to 0 but loan processing got failed in OLDTRONL since no available amount in Limit line so LCDGCLP is in unauth status only.
9) Delete the LCDGCLP record
10) Record deleted successfully but UTIL_AMT & LIMIT_AMT is not updated in GETB_UTILS.

Due to this issue, user is facing error when doing Claim settlement again in LCDGCLP, than during authorization of LCDGCLP..
