Symptoms

ACTUAL BEHAVIOR
---------------
OBTFPM - Import or Export LC - Handoff Failed - Duplicate Advice

While issuing an Export LC advice or Import LC, handoff is getting failed. However, the transaction didn't face any error while initiating the transaction.

Refer the attached screenshot of duplicated advice in Data enrichment stage.
 

EXPECTED BEHAVIOR

System should not fail during handoff


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate Import/Export LC issuance.
2. Process the transaction from Scrutiny3. Transaction is failing at handoff.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the Import / Export LC hand off

ERROR
-------------------------
Unable to process charge simulation request
ST-SAVE-054 - Failed to Save
ST-VALS-009 - Duplicate Records in Advice Details for Contract Reference-001T009242940501:Advice Name-PAYMENT_MESSAGE:Event Sequence Number
