Batch job that generates metro 2 data doesn't populate the MET_PROCESSED_DATE for all records.

Batch job should populate the MET_PROCESSED_DATE

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create few accounts (more than the commit count of SET-ODD2 CBU batch job for example, 13 accounts)
2. Generate bill for the accounts
3. Run SET-ODD2 CBU batch job for Metro 2 data generation
4. Verify that MET_PROCESSED_DATE for the accounts.
