ACTUAL BEHAVIOR

User Not able to post Borrower Off Military Duty txn on all accounts, when accounts are created with same primary borrower.

Customer have a scenario, Two accounts( Account1, Account2 ) with Primary customer and Cosigner customers.

User posted the Borrower on military duty (primary customer) for both the accounts, the interest rate is changed from 9 to 6.
User posted the Borrower off military duty on Account1, it is posted successfully ( Rate is changed from 6 to 9).

User tried to post the Borrower off military duty on Account2, system is not allowing to post off duty transaction and giving the below message.
  
Transaction is already posted for PRIM Customer (SYS-SYS-SYS-TXN-000621) Transaction Posting Failed

Note: Users want to post the Borrower off military duty on Account2 and restore the Rate from 6 to 9.

EXPECTED BEHAVIOR

System should allow to post the off-military duty on Account2 or restore the interest rate from 6 to 9 once the primary customer military duty is posted off.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Take Two accounts( Account1, Account2 ) with Primary customer and Cosigner customers.
2. Post the Borrower on military duty (primary customer) for both the accounts and check the interest rate is changed or to the reduced rate.
3. Post the Borrower off military duty on Account1 and check it is posted successfully and Rate is changed to the original interest rate.
4. Post the Borrower off military duty on Account2 and check system is not allowing to post off duty transaction without giving any error message.
5. System should restore the orginal interest rate(not military dute rate) for both account1 and account2 once the primary borrower military duty is off.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot have the borrower off military duty transaction posted sucessfully when two accounts having the same primary customer.
