In OBTFPM system , Guarantee issuance handoff is failed in OBRH due to % symbol passed in the provider request remarks
tag.

Getting below error from OBTF.
URLDecoder: Illegal hex characters in escape (%) pattern - For input string: "pa""

The issue can be reproduced at will with the following steps:
1. Login to OBTFPM application
2.Go to Trade Finance
3.Go to Guarantee Issuance Process
