ACTUAL BEHAVIOR
---------------
Inconsistent behavior between MT and MX for an incoming payment
 

EXPECTED BEHAVIOR
-----------------------
Transaction should have landed in FV queue instead of NSTP queue

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Upload an incoming cross ccy ( USD-EUR) txn on LCY holiday (XXX) on 12-July with value date as 12-Jul
2. Message successfully uploaded
3. Transaction landed in NSTP queue for cross ccy payment
4. Expectation is that transaction should have landed in FV queue instead of NSTP queue
5. Please note that same type of txn is landing in FV queue for incoming MX
