ACTUAL BEHAVIOR
---------------

While triggering request for service: FCUBSLDService and operation: CreateContract from OBDX we are getting below error in Response:

  
ST-FUS-040 :  Transaction results in utilization of Daylight OD Limit,
  

EXPECTED BEHAVIOR
-----------------------
System should not validate balance in case we are booking a contract in hold.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Post request for service: FCUBSLDService and operation: CreateContract from OBDX
2. Below response is generated - Transaction results in utilization of Daylight OD Limit
