Symptoms

ACTUAL BEHAVIOR
---------------

Creating cross border (Generic wire ISO cross border transaction) from ReST API and giving the charge details in charge block in API.
but its not picking up the charge details from API request and picking up from Pricing maintenance.

Bank is calling cross border API from channel and passing the charge waiver tag Y but its creating
the CBFT contract with charge as N maintained at pricing maintenance.

1. When are creating cross border ISO customer transfer from ReST API , we are sending the charges block in the API.
But its not taking the charge details from API while deriving the charged maintained at pricing maintenance.
(same issue is there with RTGS as well. Its not taking the charge amount / waiver flag from API but calculating the charge from pricing maintenance)

Expectation:
---------------
It should override the pricing details from maintenance and consider the charge details which are being sent in the
ReST Api tags for generic wire ISO cross border / RTGS
