OBTFPM - Unable to Suppress Advice in Export LC Amendment

Users are unable to suppress the Advice in Export LC Amendment in DE stage. The Toggle to suppress is disabled for all the advices


EXPECTED BEHAVIOR
-----------------------
System should allow the user to enable the toggle to choose either suppress or not to suppress the advice.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBTFPM environment by using valid credentials.
2. Register a LC Amendment.
3. Complete a scrutiny stage.
4. Check the Advice Details in DE stage
5. Suppress Advice toggle is disabled

Due to this issue, users cannot click on toggle to suppress the advices
