ACTUAL BEHAVIOR
---------------
When OBBRN calls the OBPM for an instrument issue, OBPM is not generating the Payment Notification. Due to this Cash remittance is not working in OBBRN.

EXPECTED BEHAVIOR

Payment Notification to be generated in Instrument Issue from OBBRN.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do cash remittance in obbrn
2. Verify whether the payment notification is triggered.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot do any instrument transaction in obbrn.
