In OBTF system, bill not allowing to liquidate through TRLC if Advance by loan is not selected before liquidate

ERROR
-----------------------
Invalid Association of Charge Component SBL_BK_MSC2


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login to OBTF application
2.Go to Trade Finance
3.Go to BCDTRONL Screen
4. Navigate to Additional tab
