ACTUAL BEHAVIOR

System is not populating 11 digit BIC while booking a payment|
EXPECTED BEHAVIOR
-----------------------
OBPM shall right pad the transaction with three zeros in case 8-digit BICs are passed as OBPM stores all the BICs with 11 digits only
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate an outward payment through file upload/SPS with BICFI's as 8 digits
2. Payment transaction is successfully created
3. Txns are booked with 8 digits BICFI (debtor agent, creditor agent)
4. Messages are generated with 8-digit BICFIs
