Symptoms

ACTUAL BEHAVIOR
---------------
The transaction is moving to Sanctions queue while performing "BC Issuance against Account" transaction from OBBRN.

EXPECTED BEHAVIOR
-----------------------
BC issuance with account should be successfully completed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform BC issuance against account from OBBRN
2. Verify if its successful.
