Regulatory reporting tag is not populated in outward pac008 message

EXPECTED BEHAVIOR

Regulatory reporting tag should populate in outward pacs008 message

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Upload MT101 message with invalid format in 77B field

2.verify that transaction went into Non STP queue

3.modify the transaction and input the valid POP

4.Verify that transaction is getting processed

5. verify the outward pacs008 message generated

6.Verify the regulatory reporting tag in outward pacs008
