Symptoms

ACTUAL BEHAVIOR
---------------
Below alerts are not delivered to any of the user(maker/checker/autoauth).

1. Error in file processing
2. File status changed - Processed Successfully
3. File status changed - Processed Successfully with Exception
4. Cancellation of Standing Instructions
5. Cancellation of Pending Instructions

EXPECTED BEHAVIOR
-----------------------
Alert should be delivered to the user when the particular event occurs.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via user.
2. Perform any of the above transaction. Eg: Upload a file which would go in error state. Alert is not generated.
