Goal

When editing a person involved that has a transaction linked containing no acct_intrl_id, a record is inserted into kdd_person_acct with a null acct_intrl_id.

Acceptance Criteria

Validate when edits are done on a person with a transaction containing no acct_intrl_id then no additional records added to kdd_person_acct
