In PSDICBCT - Save button disappear after visiting Charge tab for MX contract

EXPECTED BEHAVIOR
-----------------------
In PSDICBCT - Save button should remain in display even after visiting Charge.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Visit PQSNSTPQ screen, pick a MX contract and click on Modify
2. Once PSDICBCT screen launched for the picked contract, click enrich and visit charge
4. Check cancel button as ok not enabled and check save button in PSDICBCT screen disappeared

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot proceed with save of modified changes if charge is visited in PSDICBCT screen

Changes

 Application fix will set modify action correctly so that save button remains in display on unlock and visit of charge tab in screen PSDICBCT
