Symptoms

ACTUAL BEHAVIOR
---------------
While performing BC Issue by Account -> Transaction moving to Pending Status in Sent Back level.

EXPECTED BEHAVIOR
-----------------------
BC Issue by Account transaction should be in Completed status in both transaction screen and servicing journal.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a new transaction for BC Issue - Account.
2. Approve the transaction using another user.
3. The approval will be successful, but the transaction will move to Pending state, despite getting success response from OBPM.
