Tax waiver is Coming as N in Resp even when we pass the Tag value a Y in Response in OBTFLCService.

In OBTFLCService when trying to create a new shipping guarantee by Create Contract operation. When Passing the Tax waiver tag as Y but in Response it is coming as N and in front end also the check box is not checked.
 

EXPECTED BEHAVIOR

When trying to pass the tax waiver as Y, response should come as Y and in the front end the check box should be checked.

STEPS

The issue can be reproduced at will with the following steps:
1. Try creating a new shipping guarantee by create contract operation.
2. Pass the tax waiver as Y.
3. Check the response.
