Symptoms
When user attempt to approve external transfer transaction on approval screen, then following error occurs.
ERROR

Access not available for approving transaction on Account.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Initiate the external payment
2. Login as checker
3. Navigate to pending for approval
4. Select the checkbox for external payment transaction which was initiated earlier
5. Click on approve button
6. Error 'Access not available for approving transaction on Account' occurred on screen
