ACTUAL BEHAVIOR

OBDX -> OBCFPM: Hand Off of Amendment Request is failing
While creating the new amendment application in OBDX the handoff is failing in OBCFPM side.

System should process the request and hand off it successfully
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate an application in OBDX
2. Request is received at the OBCFPM
3. In OBRH, the same is failed with error 500 - Internal Server Error
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot initiate a request in OBDX and get it processed in OBCFPM
