STDACCLS: Unable to restrict specific Customer category in account class for creating a account

There is a requirement to restrict 2 types of customer category: PAR S/CONT or EMRP S/CON for opening account.
In STDACCLS, unable to add any specific customer category under the restriction tab.
Addition button to add customer category is missing.

 
Expected result: It should allow user to add customer category under restriction tab to restrict user to create an account or any type of contract in other module
