Rate revision did not trigger.

The rate revision should get triggered as per the functionality.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a CL account.
2. Maintain the Rate code and revision schedules in case periodic
3. Run the EOD

Due to this issue, incorrect rate is applied.
