Commission Rate Amendment Not Allowed On Contract Screen (LIDTRONL) Fails With CF-VALS-030 (Doc ID 3075155.1)

Symptoms

A commission rule is configured having rate type as fixed rate on CFDTFRLM screen.
While booking LC contract using screen LIDTRONL when commission tab is visited then by default the rate configured at rule level is defaulted and commission amount is populated accordingly.
Next when user changes the defaulted rate to some other rate then system throws error "CF-VALS-030".
As per they bank can have the different rate at each transaction so this is a necessary requirement and was supported in previous versions.

The issue can be reproduced at will with the following steps:
1. Change the default commission rate of Islamic LC.
