ACTUAL BEHAVIOR
---------------
User not able to save OL contracts which are on hold
Expected Behavior: User should be able to save OL contracts which are on hold.
Actual Behavior: User not able to save OL contracts which are on hold
Simulation:
1. Create OL contract.
2. Put it on hold.
3. Unlock
4. Save
5. System showing error message on save.
EL-UTIL-100: Utilization amount cannot be 0 for new contract utilization.
We can see OBCL is making the call with <UTIL_AMT>0 on save
